ARTICLE I - Permanency & Legitimacy of Charter

This Charter shall serve as the written guide of all Governmental Policies for the Church of Brassica Prime. With its submission and ratification, this Charter shall supersede all previous formal writings and serve as the primary text and legal authority for the operation and governance of the Runescape Clan Organization previously known as The Questing Clan of Runescape, its subsections, and all affiliated entities, and shall serve to render all parties or entities renamed The Church of Brassica Prime or as otherwise specified within ARTICLE 2 of this charter.

All members of The Church shall be bound to this charter until such time as they choose to leave The Church of Brassica Prime, and shall collectivelly be known as "The Believers".

ARTICLE II - Name of Church

The name of this clan shall henceforth and evermore be formally named “The Church of Brassica Prime.”

The Questing Clan of Runescape shall also be recognized as “The Church”, “The CBP”, “Brassic'a Followers”, “The Runescape followers of Cabbage”, “The Cabbage Clan”, “The Brassica Clan” or any other common association to the aforementioned names not specifically outlined in this Charter. Also, henceforth in this Charter The Church of Brassica shall be referred to as “The Church.”

ARTICLE III - Church Purpose

The purpose of The Church shall be: (1) to spread the glory of cabbage. (2) to make fun of other Runescape religions and religious groups. (3) to promote comradery among its membership by sharing knowledge about Cabbage, Brassica Prime, and the glory of his Greatness Brassica Prime. (4) to promote Church Organization and Competition in any way that The Believers decide is in their want. (5) to provide coaching and administrative support to all members of The Church. (4) to support any individual endeavors by a Believer, regardless of rank or standing. (5) to provide a community for Church members that allows for safe and fun participation in social Runescape Activities. (6) Any other purpose agreed upon by the government and membership of the Church1 not previously outlined.

ARTICLE IV - Official Clan Specifics

The Official Church specifics for Home World, Clan Chat, Clan Initials, and Clan Cape shall be determined by the governing body of The Church. This information shall be posted in a public manner, shall be provided to all new members, and shall not be changed without written formal notification from the Church government.

ARTICLE V - Church Organization Structure

SECTION I - General Church & Clan Government

The Church organization shall be composed of two bodies, the “General Church” and the “Church Government”.

The General Church shall serve as: (1) the legal term to describe the Church and all of the Believers, (2) the body which includes all governing persons and non-governing persons, and (3) Be used to describe the body at large when determining public issues that are brought before the Church as a whole to decide.

The QC Government shall serve as: (1) The body of actors, serving to govern the church as a whole, (2) be composed of members of the General Church, (3) Be held responsible for the continuing survival of the Church, (4) Operate as outlined in this Charter, and (5) act in manner permissible by the General Church.

SECTION II - Government of Church

The Church Government shall be composed of: an executive branch lead by a single believer titled Pope, a legislative branch comprised of a council of senior advisors titled Arch Cardinals and a lower house of church administrators titled Cardinals, and a Judicial Branch comprised of Inquisitors.

SUBSECTION I - The Pope

There shall be only one Pope at any time. This position lasts until resignation or death of the Pope. He is the unanimous head of the Church, and is responsible for direct communication with Brassica Prime, and the administration and oversight of the church as a whole. Election of the Pope is made by the Council or Arch Cardinals when the need for an election occurs.

The Pope shall be known by the title of "His Holiness", "The Greenest", or simply as Pope.

SUBSECTION II - The Council of Arch Cardinals

The Council of Arch Cardinals is responsible for all Church Operations including: all rights and responsibilities of lower ranks within the Church, all ranking of individuals Believers, accepting/denying applications for war, planning and operation of formal church events with other clans/churches, and any other rights and responsibilities attributed the council by the General Church without limitation.

There will not be more than one per thirty other members of the church, however, there will always be at least two. They are responsible for administration of all things church related. Individual Arch Cardinals shall be known as "keepers of the patch", "The Green", or simply as Arch Cardinal.

SUBSECTION III - The Council of Cardinals

The Council of Cardinals is responsible for the daily operation of the Church with the guidance and oversight of the Arch Cardinals. A Cardinal shall have authority over all aspects of daily clan functions including Church Chat Management, Forum Bumping, event planning and management, accepting/ denying of applications for membership, Judgment of violations regarding the Commandments, and any other responsibilities or privileges as defined by the Arch Cardinals or Pope's current policy at any given time.

There shall not exist more than 1 for every fifteen members of the Church, however, no less than five may exist at any given time. They are responsible for maintaining an atmosphere that encourages worship at all times. They are the lowest rank that may accept donations.

SUBSECTION IV - The Inquisitors

The Inquisitors shall have the authority to handle appeal of judgements made by the Cardinals regarding the The Church's Commandments, distribute punishment based on non-compliance with the Commandments, audit church government, mediate believer's disputes.

The number of Inquisitors shall be determined by the Pope, and the Inquisitors shall answer directly to the pope.

SECTION III - Council Officer Selection/ Removal

The Officers of the Church shall be organized as outlined in this charter. The Officer’s of these councils shall be selected or removed as follows.

SUBSECTION I - The Pope

When a previous Pope resigns or dies, the Council of Arch Cardinals shall elect the single most pious member of the General Clan to assume the position of Pope.

SUBSECTION II- The Council of Arch Cardinals and its Members

With exception of the church creators and members holding the rank during ratification of this charter, the Arch Cardinal rank shall be granted to any Believer meeting the requirements of lower ranks, and who has demonstrated exemplary loyalty to the church, the church interests, cabbage, and Brassica Prime, and who has acted as an example to all fellow believers, and has maintained active participation in the church for a period acceptably long enough as determined by the current active members of the Arch Cardinal Council. Coupled with these requirements, the believer must be nominated by the Pope and obtain majority agreement vote of all current Arch Cardinals. There will not be more than one per thirty other members of the clan, however, there will always be at least two.

SUBSECTION III - The Council of Cardinals and its Members

A believer may obtain the rank of Cardinal by meeting all requirements of lower ranks, and being nominated and supported by majority of the Council or Arch Cardinals. There shall not exist more than 1 for every fifteen members of the Church, however, no less than five may exist at any given time.

SUBSECTION IV - Inquisitors

Inquisitors shall be any Believer afforded the rank at the discretion of the Pope. Ther number of Inquisitors shall be determined at the discretion of the Pope, but there shall be no less than 3.

SUBSECTION IV - Removal of Officer

Removal of rank for any officer requires a majority vote of all person holding equal rank, or a 1/3 vote of all person in a higher ranking bracket. The Pope shall have the authority to remove all Officers, with veto authority granted to the Council of Arch Cardinals.

ARTICLE VI- Membership and Ranking

SECTION I - Membership Requirements and Limitations

For a believer to obtain membership into the Church and maintain their membership permanently they must: (1) Possess a Runescape membership, (2) have previously maintained a Runescape membership within the last six [6] months, or (3) possess a minimum of fifty million [50m] total experience.

And all possible believers shall: (1) maintain the aforementioned requirements to membership, (2) maintain active play, as determined by the Pope, (3) properly represent the Church in all activities, Church sanctioned or not, and (4) complete a probationary period for entrance to Church.

And all believers should but are not required to (1) attend as many church meetings as possible, (2) actively participate when possible in any Church sanctioned events, (3) maintain a serious mind frame (4) demonstrate a desire to spread the glory of Cabbage and Brassica Prime (5) seek to recruit new believers to the church, and (6) Operate as a formal representative of the Church in all Runescape Endeavors.

Fulfilling the mandatory requirements aforementioned, a person shall be considered a believer, and shall accordingly be due certain rights and privileges with the Church. These include: (1) the right to equal vote on Church Issues placed before the membership at large, (2) The right to use the name of the Church in any forum signature, (3) the right to address themselves as a member of the Church during play, and (4) the right to request assistance from the Church for any Runescape needs, specifically with regard to church competition.

However, if in the event that a person fails to meet the mandatory requirements previously mentioned, the Church reserves the right to deny membership. Only in special circumstance may a person be granted believership if the aforementioned mandatory requirements are not met. Only if a person gets the approval of the Pope may they obtain believer status.

If in the event that a person was previously a believer but fails to meet the mandatory requirements aforementioned for any reason, The Church reserves the right to review the believer’s case and revoke their status at any time following this deficiency.

SECTION II - Probation Period

Players not meeting our church requirements may participate in the Clan Chat. With that said, joining our clan and becoming a full member is not intended to be easy.

If a player wishes to join our church, they may apply to our church at a location designated by the Pope. The player's application is reviewed and the players is granted a probationary membership. After fulfilling the time line specified by the Pope, and passing all screening process in place a player may be granted believer status.

SECTION III - Ranking

Clan ranking shall be determined by the Pope.

SECTION IV - Activity requirements.

Activity requirements of The Church shall be determined by the Pope.

ARTICLE VII - Clan Rules

The Ten Commandments:

1. I am thy Cabbage, thou shalt have no other vegetable before me.

2. Thou shalt not make for yourself a false cabbage.

3. Thou shalt not take the name cabbage in vain.

4. Keep Holy the Cabbage day.

5. Honor thy Brassica and Olaracca.

6. Thou shalt not eat another cabbage.

7. Thou shalt not do the nasty with a cabbage . . . that's just wrong.

8. Thou shalt not take another's cabbage.

9. Thou shalt not mislead a cabbage.

10. Thou shalt not covet thy neighbor's patch.


ARTICLE VIII - Affiliation with Other Groups

The Church may affiliate with any other clans or churches at the discretion of the reigning Pope. The death or resignation of a Pope shall invalidate all existing treaties or agreements.

ARTICLE IX - Nondiscriminatory Clause

The Churh shall not discriminate on the basis of race, creed, nationality, ancestry, gender, age, handicap, or sexual orientation in the selection of its members. It shall discriminate based on religious affiliation...

ARTICLE X - Amendments

Any amendments made to this charter must go through the following process: (1) a written proposal of the change(s) must be presented in a manner easily accessible to the General Church, (2) and a majority of active Arch Cardinals shall vote in approval of the amendment, (3) The Pope must agree to the change.

Any Member may propose a Constitutional Amendment.
